China’s large-scale mines increase by more than 20% in five years

Recently, the Ministry of Mineral Development and Management Division’s work report stated that through the integration of two rounds of mineral resources, the number of large-scale mines in China in 2010 increased by 21.7% compared with 2006, and the scale of integrated resource development and the degree of intensification were significantly improved.

The first round of mineral resource integration from 2006 to June 2009, the localities completed the integration task of 5,046 mining areas, and the participation in the integration of 50,000 mining rights was reduced by 22,000. The 1,528 mining areas identified in the second round of integration work initiated in November 2009 and fully promoted in 2011 have now basically completed the integration task, and the 8,809 mining rights participating in the integration have decreased by 3,885. From the perspective of the number of mines in the country, the number of large-scale mines increased by 21.7% in 2010 compared with that in 2006. Large-scale mining groups are the mainstay, and the pattern of mineral development for the coordinated development of large, medium, and small-sized mines has gradually taken shape.

How to effectively promote integration? The first is to establish a joint responsibility mechanism to coordinate the promotion of the integration of mineral resources development and industrial restructuring. Twelve departments such as the Ministry of Land and Resources united to further standardize various management actions such as the approval of mining rights in the integration work, and ensured that the integration work was carried out in an orderly manner. Second, implement the main responsibilities of local people's governments at all levels to ensure the smooth progress of integration. In the second round of integration, 28 provinces (autonomous regions and municipalities) nationwide have integrated integration work into government priorities. The third is the combination of government guidance and market operations. The Ministry of Land and Resources and relevant provincial people's governments advocate the use of economy, law, technology, and necessary administrative means to guide the mining enterprises to implement integration through equity participation, mergers, acquisitions, etc., and pay attention to protecting the legitimate rights and interests of mining rights holders.
