India demands PV anti-dumping investigation to extend to Europe and Japan

The anti-dumping investigations were initially targeted at imported products from the United States, China, Taiwan and Malaysia. This week's hearing also invited officials from relevant countries and regions to represent the first solar energy company, solar cell and battery panel manufacturers such as JA Solar Holdings, and dozens of representatives from the local Indian industry.

Indian Solar, Jupiter Solar and Websol Energy Systems have accused a number of foreign competitors of selling products at sub-costs in the Indian market. Their estimates show that dumping has caused almost twice as much damage to the local industry in India as the cost of imported products between January 2011 and June 2012. The companies demanded that the Indian government impose punitive tariffs on the imported products of these companies and trace the previous product tariffs, as well as impose new tariffs on thin-film solar modules.

Jagdish-Ajawal said that all stakeholders need to submit a written statement by July 25, and the accused party needs to respond by August 2. The Indian government will decide whether to impose anti-dumping duties or reject the case before the end of August.

According to the rules of the World Trade Organization, a petitioner needs to have at least 25% market share in order to initiate an allegation. Jagdish-Ajawal said that because the estimates of the size of the market in India are not reliable, it is not clear whether the three companies meet this condition.

In trade disputes between other countries, China began to impose up to 57% tariffs on polysilicon from the United States and South Korea this week; the United States also imposed up to 250% on solar panels from China due to the bankruptcy of many companies due to falling product prices. Anti-dumping duties; the EU has set a preliminary anti-dumping duty of 11.8% on solar modules from China. If the parties fail to reach an agreement, the ratio may rise to 67.9%.
