Photovoltaic power plant development enters the best era

Photovoltaic power plant development enters the best era China is making a strong push to revitalize its struggling photovoltaic (PV) industry by implementing a series of supportive policies. One of the key measures includes allowing distributed PV systems to connect to the grid, opening new opportunities for companies in the sector. As a result, developers of PV power plants are now entering what many consider the most promising period in the industry's history. With the effects of the "double reverse" policy—aimed at curbing overcapacity and reducing reliance on subsidies—starting to take hold, the industry is undergoing a major transformation. Companies are now focusing on innovation and efficiency to stay competitive. Ma Xiaoyu, Executive Deputy General Manager of Fujian Xianxing New Energy Technology Co., Ltd., emphasized that the technology behind PV systems has matured significantly, and favorable government policies have further reduced investment risks. This combination has sparked renewed interest from investors. In 2011, the company operated within the Sunshine Land area of the Fujian Nan'an Optoelectronics Base. Its primary business involved purchasing silicon wafers from upstream suppliers and processing them into solar cells, which were then sold to downstream packaging companies or exported. At the time, demand was so high that production could not meet the needs of the market. Xu Xinhu, the company’s chairman, once worried about securing funding for new production lines. However, the situation has changed dramatically. The company has now shifted its focus toward developing photovoltaic power plants, expanding its reach beyond traditional manufacturing. Last June, Sunny Land signed a cooperation agreement with Chilean companies to invest $40 million in building a 20MW solar power plant in Chile. Xu Xinhu also mentioned that Africa is expected to become a major market for future expansion. On the eve of the New Year, the Ministry of Finance, the Ministry of Science and Technology, and the National Energy Administration released the second batch of the 2012 Golden Sun Demonstration Projects. The Nan'an Sunny Photovoltaic Power Generation System, led by Sunny Land, was included in the list. This project will install a 20MW rooftop solar system across enterprises in the park where Nan'an plumbing and Sanitary Ware companies are concentrated. Lin Wenxue, Chairman of Luxe Optoelectronics Technology Co., Ltd., pointed out that competition in the upstream segment—such as silicon purification and polysilicon film manufacturing—had been intense before. Now, this level of competition is moving down the supply chain, affecting the end-market. Not only are companies adapting, but the entire photovoltaic industry is experiencing rapid growth, especially in the construction of power plants. Lin believes that the shift from manufacturing to terminal applications is closely tied to projects like the distributed PV demonstration areas and the Golden Sun initiatives. In this evolving landscape, service and support are becoming critical differentiators. Ma Xiaoyun noted that while many entrepreneurs are eager to enter the PV sector, they often lack the technical knowledge needed to install and maintain systems. “They may know how to sell products, but that’s not enough,” she said. As the industry continues to evolve, those who can offer comprehensive solutions—including installation, maintenance, and long-term support—are likely to gain a significant advantage in the market.
