Since the era of reform and opening-up, Changge has consistently embraced an innovative spirit, pioneering unique paths in industrial development despite limited initial resources. From becoming China's superhard materials production hub without graphite, to establishing itself as a central region leader in sanitary ware and fiberboard industries, Changge has achieved remarkable feats. Its commitment to innovation has earned it accolades such as six consecutive years of top patent applications and eight consecutive national awards for scientific and technological progress. Changge's comprehensive technological prowess now ranks second among China's provinces. However, amidst global economic integration and evolving international markets, Changge faces significant challenges. While boasting over ten industries, few sectors exhibit leading-edge technology or equipment. Corporate groups remain fragmented, lacking national recognition. Most enterprises operate in processing roles within mid-tier supply chains, limiting product value addition. Despite sizeable operations, profitability remains low, hindering economic resilience. To overcome these obstacles, Changge must address its "shortcomings" and "weak links," transitioning from quantity-focused growth to quality-driven development. Our brainstorming sessions have led us to conclude that Changge’s future hinges on solving three pivotal issues: leadership transformation, integration of innovation resources, and fostering a tech-centric culture. Our aim is to elevate Changge's manufacturing sector into a hub of creativity, enabling thousands of industrial enterprises to transform ordinary efforts into extraordinary success. To achieve this, we’ve implemented targeted strategies. Government-led initiatives steer innovation, allocating 1 million yuan annually for patent incentives and establishing a 12 million yuan science and technology fund. Recognized high-tech enterprises receive substantial rewards, invigorating corporate innovation. Enterprises themselves spearhead technological advancement, leveraging partnerships between industry, academia, and research institutions. Such collaborations have propelled the Senyuan Group to lead the nation in isolation switches and enabled Benma Company to dominate 30% of the electric vehicle market. Adopting the "grafting" model—combining external expertise with internal adaptation—has bolstered local enterprises. For instance, Qingshan Jinhui Group's introduction of advanced stainless steel production lines has established a comprehensive industrial chain. Similarly, Xintiandi Pharmaceutical’s collaboration with international partners has secured patents abroad. Talent cultivation is equally vital. Through programs like "100 Innovative Teams," we’ve trained tens of thousands of professionals, fostering an intellectual agglomeration that drives innovation. Generous incentives ensure Changge remains an attractive destination for skilled individuals, while eco-friendly urban development enhances livability. Underpinning these efforts is a clear directive from the 18th CPC National Congress: prioritize original, integrated, and re-innovative capabilities. By channeling collective wisdom into collaborative innovation, Changge is poised to write a brighter future for its "three-pronged" development path—balancing innovation, urbanization, and agriculture.
