On June 26, the Ministry of Industry and Information Technology (MIIT) convened a symposium in Shanghai to explore the development of "specialized and specialized" small and medium-sized enterprises (SMEs) across 11 provinces and municipalities. The event aimed to further implement the MIIT's "Guiding Opinions on Promoting the Development of Specialized and Specialized SMEs," with a focus on enhancing efforts to support the growth of these enterprises. During the meeting, participants shared experiences, discussed challenges, and provided suggestions for future policy directions.
Representatives from the local SMEs departments in Tianjin, Shanxi, Liaoning, Shanghai, Jiangsu, Zhejiang, Anhui, Shandong, Guizhou, Yunnan, and Qingdao attended the symposium and shared their insights on how they have been promoting the "specialized and specialized" strategy locally. Many regional authorities have already integrated this initiative into their broader plans for transforming and upgrading SMEs, implementing practical measures such as strengthening leadership, conducting in-depth research, setting industry standards, and providing targeted support.
According to the latest reports, significant progress has been made in fostering specialized SMEs that focus on key technologies and niche markets, allowing them to gain competitive advantages within their respective industries. This approach not only strengthens their position in the supply chain but also enhances their overall resilience and innovation capacity.
During the symposium, Director Zheng Xiaowei of the SMEs Division outlined three key priorities for the next phase of development:
First, promoting the "specialized and specialized" model is a long-term and systematic task that encourages SMEs to concentrate on core technologies and products, aiming to occupy strategic positions in the industrial chain or specific market segments. This will help SMEs gain a competitive edge through focused innovation and specialization.
Second, it is essential to further improve the innovation ecosystem by nurturing a group of SMEs that excel in collaborative support, hold high market shares, and possess strong brand recognition. This requires continuous investment in R&D, talent development, and industry collaboration.
Third, the goal is to establish an interactive development model where talents, products, technologies, and resources are efficiently exchanged and allocated along the supply chain. This will enable SMEs to enhance their management practices, boost operational efficiency, and strengthen their ability to collaborate and innovate, ultimately raising the overall quality of SME development.
The MIIT continues to emphasize the importance of supporting SMEs as key players in China’s economic transformation, and this symposium marks another step toward creating a more dynamic and resilient SME sector.
